What prevents people from going out to work?
Introduction
Quite apart from the question of how employment participation can be increased, there is the question of what prevents unemployed people from taking part in the employment process, and what motivations keep people with employment from working longer hours. In the report 'To work or not to work' (Wel of niet aan het werk) by the Social and Cultural Planning Office (SCP) one can read about the 'untapped working potential' of the employed, unemployed and the disabled; how willing people are to go to work and what obstacles are experienced when entering the employment market. There is also attention paid to the conditions under which people are prepared to work longer hours and people's experiences with reintegration in cases of illness, unemployment or disability.

What are the obstacles encountered by the employed, the unemployed and the disabled during their participation in employment?
Description
This report gives an account of a sub-project within the exhaustive research project: 'De leefsituatie van werkenden en niet-werkenden' (lww 2007) by the SCP. The report concentrates on the experiences of the employed, the unemployed and the disabled within their own environment; their attitudes regarding work and social security and their behaviour and prospective behaviour towards finding paid employment.
The research was undertaken in 2007 involving a sample survey of 581 employed persons, 324 unemployed persons and 498 disabled persons. People were defined as unemployed if they were seeking work and were registered at the Job Centre (CWI). People were defined as disabled if they received a full or partial disability allowance.
Conclusions
A number of noteworthy conclusions:
  • Social contact and worthwhile use of time are the two main motivations given by the unemployed group for taking employment. Those who have employment cite primarily financial reasons for working longer hours.
  • A significant number of the partially or fully disabled group (57 percent and 19 percent respectively) would like to have paid work.
  • The reasons that unemployed and disabled people give for wanting a job have been analysed. It appears that both social and financial considerations play an important role. The social aspects, such as social contact and worthwhile use of time, are the most important.
  • About one third of the unemployed with a job-search requirement cite this as one of the reasons for wanting a job.
  • Substantial part-time jobs (12 to 35 hours a week) are popular with many of the respondents. 44 percent of the disabled group who are willing to work choose for this option. A third of the disabled group who are willing to work would prefer to work less than 12 hours a week, while almost a quarter would like a full-time job (35 hours or more). Unemployed people also favour part-time jobs: of the unemployed who are seeking work, more than half would prefer a substantial part-time job. Four out of ten unemployed people who are seeking work would like a full-time job.
