Skills and Solutions for Housing in West London
Introduction
The objective of this Report is to clearly articulate the skills challenges for, and explore what drives productivity and competitiveness in, the housing sector in West London. It also considers what can be done to support improvements in business performance.
Description
The London West Learning and Skills Council (LWLSC) commissioned Asset Skills to undertake research to provide a West London perspective of the skills issues and some possible solutions for housing associations and local authority housing agencies.
The LWLSC sub-region covers:
  • the London Boroughs of Brent,
  • Ealing,
  • Harrow,
  • Hammersmith and Fulham,
  • Hillingdon and Hounslow.
It also fits with the LSC’s strategy to concentrate on the nascent SSCs, comparing the local with the national picture and to harmonise more fully with the Government’s vision.
Background information
SSCs are new and much needs to be done to publicise their roles.
This London West sub-regional report is based on a Summary of the Asset Skills’ Skills Needs Assessment, undertaken as the first step in producing a Sector Skills Agreement and primary research on the West London perspective.
SSAs open up the possibility of a new type of dialogue on skills between employers and government funded agencies, to ensure that the skills the sector needs are the skills it gets. The SSC’s Pathfinder experience showed that involvement and negotiation with stakeholders from an early stage is crucial for success.

  • Recruitment Vacancies,
  • Hard to Fill Vacancies,
  • Turnover and Retention Rates,
  • Skills needed,
  • Skills Shortages and impact,
  • National Skills Initiatives,
  • Career Progression and Succession Planning,
  • Employment Levels and Trends,
  • Role of the Sub Regions,
  • Employees of the Future,
  • Upskilling Current Staff.
Conclusions
The report has essentially been a Summary of the Asset Skills ‘Skills Needs Assessment’ with some additional analysis for recommended courses of action to address the skills challenges within the sector.
Short term priorities are:
  • to raise awareness,
  • develop framework for addressing skills shortages,
  • share skills and learning
  • and promote excellence.
Medium term include:
  • work around recruitment,
  • education and training,
  • career pathways
  • and qualification take-up.
Longer term priorities include:
  • improving efficiency and productivity,
  • developing skills,
  • profiling the workforce
  • and addressing skills gaps and shortages.
