The City of Helsinki Local Employment Strategy 2004-2006
Introduction
In the local employment strategy the city of Helsinki lays particular focus on the designing of a vision of the future economic and employment perspectives of the region which provides the frame for co-operation with regional stakeholders.
Description
A joint local strategy to promote employment was accepted in 2004 with six local challenges to address with cooperation.
  1. Reducing structural employment
  2. Ensuring availability of skilled labour
  3. Blocking the path to unemployment
  4. Promoting entrepreneurship and crating new employment opportunities
  5. Utilizing the know-how of immigrants
  6. Supporting learning and readiness of the local actors to change
New local measures and projects will support the targets, which have been evaluated and defined.
Helsinki employment program is being implemented by six working groups representing different actors focusing on the challenges. Some actions by employment program: 
  1. Improving services for micro-enterprises especially in using training
  2. Co-ordination of the services for young unemployed
  3. Supporting social enterprises and other marginal enterprises
  4. Analysis of the situation of handcraft companies in the region
  5. Checklist for considering immigrants at work
EU involvement
Some projects involved in the employment strategy are part of ESF.
