Local platform for an employment network - Portugal -
Introduction
Development of an instrument dedicated to networking amongst local employment actors, namely, unemployed individuals, employers and professionals working this matter.
Problem
Individuals’ necessity to appeal to several local services to obtain answers to their employment needs, conducting to a lack of autonomy.
Professionals’ difficulty in finding paths to employment integration, due to dispersed information. I.e. information on local resources, support programs, training and job opportunities available in the municipality, etc.
Services’ individual efforts to answer local employment needs are misspent due to the lack of coordination and access to common information.
Description
  • Identification of target group and brief description of the project;
  • Contextualization of the platform – problems and needs leading to its development and a brief characterization of the same;
  • A description of the web-based platform’s functions and contents and its methodology of construction and implementation (public and restricted areas);
  • An identification of EQUAL’s principles and how the platform responds to them;
  • Bibliography, marketing material, evaluation tools and a check-list for the construction of a similar platform.
Results
Easier and faster access to information about employment opportunities, training courses, guidance counseling, local resources and services, which leads to a more efficient integration path.
Greater independence of those searching for employment/training opportunities and/or looking for answers to their specific social situation.
Employers’ greater involvement in advertising job openings and recruiting unemployed individuals.
Learning experiences
This practice is a web-based platform, of free use, developed by a partnership of social organizations, unemployed individuals and enterprises of Cascais. Further to having specific areas of information, dedicated to the three participant groups; all can advertise job/training opportunities and information of interest, making it available to the entire municipality.
Applicants can apply and leave their resumes online. This platform is animated throughout the municipality by several organizations that offer free access to Internet and/or personal support to the use of this website. Even though this is a municipal-participated platform, there is one organization responsible for its management.
Beneficiaries
Social development professionals, enterprises and unemployed individuals, in particular, those with integration difficulties.
Resources used
Human resources: 21 professionals from different organizations, enterprises and unemployed persons.
Financial and Material: the development of the web-based platform cost about €30,000.00, including programming, hosting, consulting and computers to be used by unemployed individuals in organizations without these tools.
EU involvement
This practice was co-financed by the EU, through EQUAL (2002-2004).
