The National Action Plan for Inclusion (PNAI) is founded on European Common Objectives (adopted in Nice, 2000) based on an analysis of the social situation and the main domestic trends and presents a global strategy for social inclusion, the main strategic approaches for intervention and the political measures in progress and to be implemented.
It is part of the European process for social inclusion.

The Lisbon Summit (March 2000) defined a strategic objective for the European Community: that by 2010 it should become a space based on the most competitive economy of knowledge in the world with more and better jobs and greater social cohesion.

In order to attain this objective with a decisive impact on the eradication of poverty, this has been included in the Agendas of the EU and of each of the member states.

The European social inclusion process is based, in political terms, on the Open Coordination Method which combines Common Objectives, National Action Plans for Inclusion and an EU Action Programme which promotes cooperation in this field.
