Goods to cities - Twente, the Netherlands
Introduction
The three largest cities in the province of Twente have coordinated the rules for the provisioning of city centres with each other via the Goods Platform to Cities in Twente. This should lead to a win-win situation for both the cities and the transporters.
Problem
What measures must the cities in Twente and distributors jointly undertake to improve urban distribution in the city centre?
Description
In the Regional Traffic and Transport Plan for Twente 2000 – 2004 the transport of goods is one of the seven key themes. When setting up this plan it was agreed to fill in the further specifics of the policy with regard to the transport of goods together with the public and the private sectors.
After this conclusion, the project "Goods to Cities in Twente" was commenced as the first consequence of the project. The aim of this project is to achieve better coordination among regional urban distribution partners on the one hand and an improved quality of life in the centres of the Cities in Twente on the other.
Approach
From March 2001 to January 2003 a total of 10 workshops were held.
The platform has arrived at an approach whereby first professional transporters / suppliers are initially restricted in their provisioning times, but can later realise benefits if they fulfil the set conditions. The conditions for each phase are shown below.
PHASE 1 - 2003-2004:
  • The cities equalise their time windows, from 7 to 11 a.m. and issue few exemptions.
PHASE 2 - 2005-2007:
  • Clean, quiet, small and safe traffic can enter the city from 5 a.m. to 12 p.m.
PHASE 3 - 2008 and after:
  • Clean, quiet, small and safe traffic may enter the distribution areas 24 hours a day.
Results
The workshops have received the character of a platform, the Platform for Goods Transport in Twente. It has been agreed to give this platform a more permanent structure to also ensure proper, optimal coordination between the authorities and professional transporters in the future. At the same time, this should lead to a fully-fledged, integrated place in regional traffic and transport policy.
The platform will evaluate the following items: 
  • Equalisation of the time windows. 
  • The mechanism of the concept of clustering. 
  • If possible and desirable, the resolution of physical bottlenecks.
