Small retail enterprises play an essential economic and social role, that contributes greatly to territorial organization and vertebration. However, from the business point of view the sector is often stranded in traditional structures and processes and disinclined to changes, which is a serious drawback in an environment where the commercial offer and demand is changing rapidly.

The main objective of Castilla-La Mancha Regional Commerce Plan 2005-2008 is to contribute to the improvement of the eficiency and competivity of small and medium retail enterprises, as a way to improve and consolidate their position in both rural and urban environments.

The plan involves eight strategic actions:

a) Regulation of retail opening hours.

b) Integration of small enterprises in shopping centers.

c) Creation of a Regional Commerce Counsil.

d) Subsidies to business modernization.

e) Professionalization of trade fairs.

f) Business cooperation.

g) Quality systems implementation.

h) Support to formation in small retail enterprises.
