Local Guggenheim does not guarantee success - case study of Vilnius
Introduction
In many European cities, cultural policy plays a central role in social and economic development. Museums are therefore closely related to processes of urban regeneration. The Guggenheim museum in Bilbao, opened in 1997, marked the beginning of a great interest in the economic potential of cultural flagship developments. Also in Central- and Eastern European countries, cities are now looking for ways to re-image and re-position their cities. After having established shopping malls, multifunctional urban complexes and stadiums in recent years, the Lithuanian capital city Vilnius for example, is now planning its own Guggenheim museum. City officials believe that the cultural regeneration of Vilnius can only be achieved by taking part in global projects. However, the cultural needs of the local inhabitants of the city may be different from those of the business and tourist industry. In an article for Eurozine, art critic Skaidra Trilupaityte, discusses the multiple dimensions of Vilnius's quest for the 'Bilbao effect'.
Description
According to Trilupaityte, the rhetoric of cultural planning in post-industrial cities is closely related to the activities of museums. This can for example be illustrated by the so-called 'Bilbao effect' which many cities around the world aspire. The first Guggenheim museum opened in New York City in 1959. After that, other satellite museums were established in Venice, Bilbao, Berlin and Las Vegas. The Bilbao case has gained particular fame, as the museum has completely turned around the image of the city of Bilbao. It is for that reason, that many cities now aspire to achieve the same effect. In 2006, Abu Dhabi indicated it was going to build the 'Guggenheim Abu Dhabi'. Also Vilnius, the capital of Lithuania, now has plans to open a 'Guggenheim'.
Trilupaityte is critical of the approach of the City of Vilnius and states that 'today, easily exportable miracles work most effectively upon the global and mobile business class and tourists in search of new impressions. Meanwhile, the quite different cultural expectations of urban citizens are made subservient to economic results and evaluated in terms of number of potential workplaces and benefits to the city.'
According to the author, 'there is also no reason to expect that the world will become interested in local Lithuanian culture after it slips into the shadow of the Guggenheim consortium because the numerous visitors to Bilbao are also hardly interested in Basque art.'
In the opinion of Trilupaityte, large-scale cultural investments such as the establishment of a Guggenheim museum, are not a guarantee for success and should therefore be discussed more thoroughly and openly.
