Housing situation in Hungary between 1999 and 2003
Introduction
Representative surveys has been made in 1999 and 2003 are analysed and compared by the research. Main objective is following and value the changing in housing sector.
Description
With support of the Secretariat of the National Housing Programme the Hungarian Central Statistical Office made a representative housing survey in spring and summer of 2003 which was similar in co-operation and data-acquisition to the survey was made in 1999. The aim of both surveys was to substantiate the new housing policy concept.
The housing indicator regime was built up to give an overview on changes in the housing sector or courses which influence these changes. There are used key indicators to help working out forming strategic goals, and which changes can reveal the process ongoing in this sector, and can measure efficiency of supports.
Collection of data was aggregated to 3 main topics. At first survey of content to flat and flit motion, secondly survey of renovation of flats and buildings in the last three years, other housing investments, survey of flats and buildings, finally survey of housing mobility and running of housing market.
Background information
Department of Social Statistics of Central Statistical Office, with the support of the Secretariat of the National Housing Programme made a representative survey in spring and summer of 2003. In 1999 in co-operation with state departments responsible for housing was made the same survey. Main goals of both surveys was to establish the concept of a new housing programme.

Conclusions
After long decades substantive changes have been reached in the structure of the housing between 1999 and 2003. Main characteristics of these changes are:
 Changing of the content of investors: enterpreneurial building has been grown.
 Growing of the percentage of flats built for market and lease.
 Professional quality of construction became dominant.
 Size of flats are more differentiated
 Territorial distribution of constructions has transformed
