Introduction
The goal of the Company for the Housing Association (the housing market’s important companies’ and institutes’ pool) is to improvement the quality of the housing situation of the Hungarian people and to build 50 thousand new flats. The active contribution of the players of the market will give impulses to the necessary development of the housing market.
Description
The quantity of the Hungarian flats is short, and the quality is bad, there are many non-comfortable flats, and the upkeeps are run high.
The low prices of the flats are a big imperfection. The expend to the maintenance is to be dependent of the residents’ income. From the last century the number of the transmitted flats is increased, and big changes happened in the quality.
The bigger parts of the transmitted flats are family houses, the subsidized flats’ number is lower than the European average and lower than the peoples’ needs. The crescent house substance goes hand in hand with the crescent of the loans outstanding. The Hungarian housing advocacies are to serve of the prescription, and their judgment is variable.
The next chapter of the paper is analyses the housing situation in Austria. It determines about the framework conditions, that the country has better facilities (population, economy) then Hungary. The public utility erector companies (GVB) are important in the housing market. In Hungary is also need to establish these institutes to relieve the people to get a house.
There are many economic and social reasons and opportunities. It is need to work-out a economy model, that is focused on the middle-class. The differences between the regions have to be considered. To built an affordable flat it is need to have a government support, in several forms.
Two supporting models have been worked out by the guesses’. The difference is the costs. The models consist an entire cost-estimate, and minimal tax allowance. It is need to ensure the terms to attendance the Austrian companies in Hungary, and work-out the acts and lows.
Conclusions
The Hungarian housing relation are adverse, the content of the houses are inefficient. The subsidized flats’ number is low, and the supporting system is serve the society’s particular flake’s interest. The housing supporting system has been changed in 2002 in a very good way, because of the unpayment of the system.
It is need to establish co-ops to built subsidized flats. Similar co-ops function successfully in Austria. The specialists aims are to transplant his system in the Hungarian environment, with some alterations, and with covering the needed conditions.
