Enterprises for insertion, social integration and eradication of shanty towns (Burgos)

Introduction

Program aimed at the socio-labour integration of people in risk of exclusion and the eradication of shanty towns and substandard housing.

Problem

Before the development of this program, there were two shanty towns in Burgos, with over 80 families living in them. There was a center for the homeless, but the infrastructures were far from ideal. The program established four priorities:

Attention to homeless people, enabling their social inclusion.
Reaccommodation of homeless families, and those living in shacks.
Creation of enterprises dedicated to the insertion of groups in risk of social exclusion.
Take advantage of new employment sources (Environment and Community Services, essentially).

Description

The main objective of this program is to achieve the full socio-labour integration of people in risk of social exclusion. In order to accomplish this goal, the Lesmes Foundation was created. The foundation integrates diverse institutions, both in the public and private sector, working together to prevent social exclusion. This model of organization has proved very useful for the development and management of programs in the field of social services.

Approach

The initiative was developed in the framework of the Social Integration Center, an institution that promoted the creation of a Formation and Employment Center, co-financed by the European Union and the Burgos Municipality. Then, the Lesmes Foundation was created with participation of the local, provincial, regional and national administrations, as well as business associations and private foundations. The Lesmes Foundation defined the strategic plan for the development of this program.

Results

Creation of a Social Integration Center for the Homeless.
Creation of a Formation and Employment Center to help people in exclusion to find a job.
DUAL program for the eradication of shanty towns and substandard housings.
Insertion enterprises that provide formation and training to access the labour market.
