The goals of energy policy and the measures connected with them are:

• developing the energy production infrastructure towards a lower 
   carbon content;
• promoting the energy markets;
• promoting energy conservation and energy efficiency;
• furthering the use of bio energy and other forms of domestic 
   energy;
• maintaining the high standard of energy technology;
• ensuring sufficient capacity to procure diverse and affordable forms of energy;
• maintaining an emergency supply capability in the energy sector; 
• and energy taxation.

In addition statistical information on apartment building stock in Finland is discussed including the financing of forms of housing in Finland. The ways in which building maintenance are organised in Finland and tenant cooperation is reviewed. Lastly, the rent and maintenance costs in Finland are pointed out.
