Living in the Park (Wunnen am Park)
Introduction
In the light of the centenary of Esch-sur-Alzette in the year 2006, the city initiated a planning competition in order to develop the area of ‘Nonnewisen’, located at the Northern borders of the city centre, as a new city quarter.
Problem
This practice addresses the issue of urbanisation with a main focus on housing. The process was started in an innovative way by conducting a limited cooperative competition. This competition allowed participants to consult with one another as well as with the jury, thus allowing to create a raw guidance for the competitors who produced better results in that way.
Description
The area of ‘Nonnewisen’, in the North of the Esch’s city centre, is to be developed as a new city quarter.
In a first step, a planning competition to have different alternatives developed for the new city quarter. With a size of 30 hectares, one goal was to develop housing for 1.500 – 1.800 people, a school for 600 - 700 pupils, as well as a community centre, all situated within a park.
The winning contribution suggests the development of ‘city gardens’ as a mixture of housing and green space.
Approach
The particular form of competition – as a cooperative approach – allowed participating planners to build working groups in order to find a collective solution. Six working groups were built.
The application procedure was conducted according to the guidelines for public assignments of the European Union. After the end of the application process, two workshops were held to discuss possible solutions among the working groups and the jury.
Results
Limited cooperative competitions are a good tool to promote solutions that are in accordance with the expectations of the financing institutions and therefore valuable instruments for enabling new ways of cooperation.
