Comparing incentives for urban housing production
Introduction
The Amsterdam Development Corporation made an inventory of the different tools that are used in European cities to stimulate their housing production.
Description
Many European cities are faced with a considerable gap between the demand for housing and the actual production of houses. This research examines the different ways in which eighteen European cities tackle the issue of housing production. It aims to inspire urban policy makers, promote the sharing of their knowledge and initiate further collaboration between cities in this area.
The research report first provides a brief overview of the housing context in each of the eighteen cities, in terms of their housing stock, housing policy and land ownership. It then describes and analyses the results from the survey, grouped into four categories:
  • land;
  • housing stock and production;
  • management of the planning process;
  • relationship with the developer.
Background information
This report is an elaboration of a previous study of the Amsterdam Development Corporation on housing production in Stockholm, Helsinki and Amsterdam.
Conclusions
Monitoring housing production is deemed important in each of the eighteen cities. The main priorities in the cities’ housing production policy are:
  • the level of rent;
  • the level of housing prices;
  • the quality of housing;
  • the promotion of affordable housing;
  • the renewal of the housing stock.
The cities have developed a diverse range of tools to stimulate housing production in different contexts, e.g. law, communication, management and finance.
