The strategy is a systematic set of activities concerning housing policy of the commune. The strategy sets out strategic goals in terms of improvement of the housing situation in the city that make guidelines for the city’s authorities. In the elaboration three important strategic goals has been presented. The strategy assumes the necessity of constant enlargement of housing stock at different standard, enhancement of existing housing stock standard and organizations of aid in housing problems solving for the poorest social groups. Goals enumerated in the strategy are to be achieved through operation goals and implementing tasks indicated in the elaboration.
