The Role of the Government's Housing Construction Policy in the Development of Housing
Introduction
This article discuss the present situation and results of polish construction industry, degree of state engagement in this domain and so far developed conceptions and construction-politics barriers, especially in housing.
Description
Government's housing construction policy are conscious and coordinated activities of central and local governments intended for establishment of planning, organisational and legislative principles and ensuring resources under long-term planning. The government's residential housing construction conceptions developed in recent decades, despite good diagnosis of the situation and correct evaluation of demand, were not practically translated into legal regulations and taxation systems, etc. Lack of the central government's policy in such areas is aggrevated by local governments that have not seized the opportunity to accept construction as the so called "flywheel of economy," causing specific social effects.
Conclusions
Analysis of construction situation indicates either lack or under-appreciation of such policy by subsequent governments, including local ones. Positive economic results of Poland are not reflected in the atmosphere of construction trends, and the sector suffers from reduced sales, with decreasing product prices. In view of poor indicators of the number of flats per capita, the government allocates inadequate portions of GNP for housing, while tax exemptions are being removed, although they motivated people to spend own resources on housing. There are two elements essential for housing development: finance resources and incentives to investors.
