Investment incentives for housing corporations
Introduction
The Netherlands Bureau for Economic Policy Analysis (CPB) publication 'Investment incentives for housing corporations' describes the changes that have taken place in the housing corporations sector since the nineteen-nineties. This description is followed up by recommendations relating to the current policy. The recommendations encourage economic incentives for corporations to construct more housing.
Description
Housing corporations play an important role in reducing the housing shortage. However, during the last decade the building production of these corporations has decreased. In the nineties, housing construction subsidies were abolished without them being replaced by another positive incentive. In its 'Investment incentives for housing corporations',  the Netherlands Bureau for Economic Policy Analysis (Centraal Planbureau (CPB)) analyses the changed social role of housing corporations and the lack of financial incentives.
Conclusions
  • The social role of housing corporations has increased dramatically since 1995.
  • The increased social expectations were coupled with decreasing subsidy.
  • The price of land for new housing is increasing.
  • Local authorities are making less and less land available for social housing.
  • The above has resulted in a decrease in financial incentives for ousing corporations.
