Planning Policy Statement 3: housing – UK
Introduction
The national planning policy framework for delivering the government's housing objectives in England.
Description
This policy statement sets out the strategic housing objectives reflecting the government's commitment to:
  • improving affordability and supply of housing in all communities, including rural areas
  • achieving a wider choice of high quality homes, widening opportunities for home ownership
  • creating sustainable, inclusive mixed communities
It looks at how the housing policy objectives can be delivered through the planning system based on the principles of sustainable development, adopting a visionary and strategic approach, taking into account market responsiveness, involving collaborative working, and taking an evidence-based policy approach.
It contains advice on achieving high quality housing through good design and looks at planning for market housing. The main characteristics of a mixed community are outlined and the document explains how this might be achieved. Targets for affordable housing are discussed, assessing an appropriate level of housing provision, and identifying and providing housing in suitable locations. The need for effective and efficient use of land is looked at to ensure the planning system delivers a flexible supply of land. The role of local development documents in the housing implementation strategy is highlighted reflecting the principles of 'plan, monitor, manage'. Information for local authorities is included to take into account when deciding planning applications, and information on monitoring and reviewing housing performance.
