Marginal or modern? - Rotterdam, the Netherlands
Introduction
The big cities of the Netherlands are growing towards a dangerous and perhaps explosive situation. There is an increase in serious and commonplace crime, but the capability of the government to protect its citizens is declining. A disproportionately large part of judicial and police capacity is spent on a relatively small group of repeat offenders, while a large number of the common but nuisance-causing offences are not effectively combated. In time, this lowers trust in the legal system.
Description
  • The first part of the report is quantitative in nature and comprises a statistical analysis. 
  • The second part is qualitative in nature and comprises a large number of interviews where migrants from various groups list what they have experienced in their lives. 
  • The third part comprises administrative advice regarding the question of how one can promote active citizenship among migrants in Rotterdam. More complete participation in the labour market and increasing the educational performances of migrants is absolutely prescribed. This is mainly a question of implementation and practical actions.
Conclusions
In their report, the authors made 25 recommendations to the local authorities, two of which are given below: 
  1. The local authorities appoint an independent steering committee that focuses on promoting active citizenship under migrants in Rotterdam. This steering committee receives a two-part assignment. Immediate implementation of the following recommendations and preparation of the restructuring of the social midfield. 
  2. Make a clear distinction between the problems that are associated with the presence of a large number of immigrants in Rotterdam, on the one hand, and the more or less successful initiatives in the field of citizenship under immigrants, on the other hand. 
An interesting appendix gives attention to the forms of migrant participation.
