Programme, Project and Change Management
Introduction
A workbook designed by Woking Borough Council to enable project managers to work through a route that all projects must travel creating a blueprint for the project as a whole and ensuring that appropriate aspects are considered from start to finish.
Problem
The workbook is part of the project, programme and change management web content developed as part of the Capacity Building Programme established by Communities and Local Government (CLG) and the Local Government Association (LGA) to help Local Authorities and other public sector organisations to establish a project and programme organisational culture and to increase their overall capacity to deliver change.
Description
The workbook has been designed to provide a standard, easy to use route through which all projects must travel. By working through the sections, answering the questions and completing the templates, the detail of a project will be identified in a step-by-step approach.
By completing the workbook it will contain all of the primary information of a project from the justification of the project to how and when it will be delivered, through to what actions have to be completed following closure.
Approach
The workbook is split into four sections to reflect the stages outlined in the project methodology including – project start-up, Initiation, Execution and Closure. Each section provides helpful hints to the reader in which information is required to support the project and how it relates to other priorities/policies. Questions are posed to help the reader think about project management and outputs.
Results
Templates are available that can be adopted to any project which challenge project managers to think about themes such as:
  • project stakeholders,
  • stakeholder communication,
  • equalities impact assessment,
  • sustainability appraisal,
  • product/milestone breakdown structure,
  • and an objectives and benefits realisation plan.
