Democratic governance in the integrated area renewal?
Introduction
Does public participation in the three municipalities have anything to do with democracy and governance?
Description
Public participation, dialogue planning and network governance are keywords in the State's and municipalities' work with the modernization of the urban renewal. The National Agency for Enterprise and Construction, in cooperation with 3 municipalities, is implementing a project aiming at developing new models for public participation in urban renewal programs. The report 'Democratic governance in the integrated area renewal?' is the first result from this cooperation.
The report shows how the central challenge in the public participation is to create a relationship where everybody’s knowledge, commitment and capacities are used optimally despite the different interests and startings points of the parts in the network. This connection between qualified process management, which creates synergy in the network, and the handling of different interests and considerations is described as democratic governance in the report.
The three involved municipalities are Esbjerg Municipality, which has a project in the quarter of Torvegade, Municipality of Nykøbing Falster with a work in progress on Østerbro and Århus Municipality with an integrated area renewal program on Trøjborg. The report follows the public participation in the area through out the process until the making of the urabn renewal program. The municipalities are now working with the implementation of the urban renewal programs.
Background information
With the purpose of creating new models to modernize the urban renewal process, researchers from The Danish Building Research Institute together with The National Agency for Enterprise and Construction. have observed urban renewal projects of three municipalities until the making of the urban renewal program.
