SPOK: determining the quality of life in a city district
Introduction
SPOK stands for Sociaal-Pedagogisch OntwikkelingsKlimaat (Social Educational Development Climate). It is a small computer programme for the PC which puts questions to the user.
Problem
What analysis and integral plan of approach is indicated by SPOK  with regard to tackling the quality of life issue in Den Bosch's districts?
Description
Residents, workers and/or youths are asked forty questions via the computer. The answers give a fast and coherent picture of the strengths and weaknesses of a district or village. This picture forms an ideal basis for further discussion or upon which to draw up a coherent plan of approach in Den Bosch.
Approach
SPOK is a survey via the PC which can be completed by residents of 8 years old and above and by people actively functioning in the area concerned. The respondent rates 40 propositions. The 40 propositions represent 40 aspects of the educational climate in the district.
Upon completion, the project leader makes a selection according to person and function (resident or official) and calculates the average ratings.
Aspects which are recognisably present or absent can be seen at a glance on an analysis screen. The user can detect links between the 40 aspects via follow-up questions and so make an analysis of the strengths and weaknesses. The fast analysis (if necessary during the same meeting) has an activating impact. The analysis encompasses 40 aspects relating to the quality of life. This gives depth to discussions on the quality of life.
Results
  • The programme promotes communication with residents, youths and officials.
  • It is suitable as a basis upon which to develop an integral plan of approach regarding the quality of life in the district.
  • SPOK can be used to obtain a qualititive analysis of the district.
Learning experiences
  • The environment has a great influence on the youths growing up within it. About 25% of the total number of residents is comprised of youths.  
  • In spite of this, the provision of play facilities is often as far as the realisation of a good climate in which young people can develop gets.
