The three Italian case studies
Introduction
The neighbourhood contract  is a project which has access to special funds due to the presence of a small but active community group representing the neighbourhood at large.
Problem
Urban regeneration and social action is required to change the area. The area can be defined as a socially peripheral district, located close to the city centre. Via Arquata is part of one of the wealthiest Administrative Districts - Circoscrizione in Italian- in Turin with widespread services, a higher than average income and high education levels. Socially the area under study is a relatively marginalized and disadvantaged pocket.
Description
The present report contains three Italian case studies, the first two refer to Turin and the third to Naples. The aim of the project is to develop a comprehensive project for the outer neighbourhoods by promoting regeneration and by integrating several far reaching projects: physical and environmental transformation, reorganisation and upgrading of services, promoting economic development, occupational, social and cultural growth.
Results
These issues require the development of integrated local development through the appreciation of local development, as well as outlining economic and territorial strategies on an scale which
exceeds the municipal boundaries. Local resources have to be contextualised in a vaster picture by activating major resources and channelling them towards these areas.
Beneficiaries
This research will benefit policy makers that are interested in integrated policy’s. Nehom research topics are defined as positive revitalisation models of declining neighbourhoods in Italy and experts consider the via Arquata Neighbourhood Contract as a good practice.
Resources used
Local resources: A large number of local actors or players were involved, such as representatives of the local committees. In fact this is the hallmark of the project which was initially developed with the help of an outside body paid for by the Local Authority and subsequently the project is being developed thanks to the interaction between residents and experts.
EU involvement
Fifth Framework Programme 1998-2002. The project is part of Key Action 4 " City of Tomorrow and Cultural Heritage" from the programme "Energy, Environment and Sustainable Development".
