Manchester Community Engagement Toolkit – United Kingdom
Introduction
In an ‘engaged’ community, people have a greater say in what happens in their city and are more active in decision-making. But how can cities facilitate and stimulate community engagement? The Manchester Community Engagement Toolkit provides practical information for local authority staff on how to engage diverse communities. The toolkit is easy to use and very reader-friendly. It gives practical pointers on a wide range of community engagement tools, such as meetings, surveys and round table workshops. The toolkit is essential reading for those involved in planning and implementing engagement activities.
Description
The toolkit first sets out the two principles which should underpin each community engagement initiative – diversity and equality – and the key skills used. It identifies the different interest groups which may be part of a community (children, disabled people, women etc.) and there are guidelines on how to engage them.
The second part of the toolkit is based around the six types of community engagement:
  • informing
  • researching
  • involving
  • consulting
  • devolving decision-making
  • supporting community action
For each type, the toolkit outlines several tools that can be used. The tools are described and accompanied by practical pointers. Case studies from Manchester and other cities across the world are provided to show how these tools have been successfully used in practice.

This toolkit has been developed by Manchester City Council and the Manchester Partnership with community groups, voluntary organisations and professional bodies.
Conclusions
The toolkit provides a wealth of practical information on community engagement. A few general recommendations made in the toolkit are:
  • The heart of community engagement is the development of relationships, open and clear communication, networking, listening, and learning to understand diverse people and places. Clear communication is vital.
  • There is no one answer to every situation and often no way that it can be done quickly, if a meaningful result is the desired outcome. Different types of engagement are appropriate at different times.
  • Equality and diversity are two main principles of community engagement: they should underpin any engagement activity.
