The television programme Neighbourhood TV in Maastricht
Introduction
Neighbourhood TV is broadcast monthly via the local channel TV Maastricht, and was set up by the municipality as a low-threshold instrument of communication and community structure.
Problem
How can you still ensure that residents in the neighbourhoods who do not habitually read or follow the newspapers, are informed in a comprehensible manner, whilst reinforcing their self respect and making a rousing appeal to their own responsibility for the everyday surroundings in their neighbourhood?
Description
In this programme, current events in the neighbourhoods come to light, sample projects in the area of social cohesion are presented and, when focusing on problems, above all the chances of a solution and the role of the residents themselves are looked for. The programme is approachable and free of policy jargon. It takes the standpoints/wishes of the residents. Respect for the residents and their opinions is paramount and in that respect the programme falls eminently in line with Maastricht’s Large Cities Policy motto: "People Make Maastricht".
Approach
The programme content is prepared, produced and made by 2 employees of the municipality of Maastricht. Two volunteers also work as presenters. The techniques of recording, editing and preparation for broadcasting are provided by a professional production company: Q-Media of Geleen
Results
  • People recognise that this programme gives a voice to citizens, who are often the underlying party in the formation and execution of policy. The programme boosts the confidence of citizens in the approach of the municipality and corporations.
  • This is shown by the numbers of people who respond to our contests. There are sometimes as many as 50–60 responses (depending on the difficulty of the question); this figure is quite high to be sure.
  • Objectively: in the latest viewer’s poll on TV Maastricht (taken by the Wetenschapswinkel (Science Shop) of the University of Maastricht), BuurtTV was rated 4th for familiarity/popularity.
