Urban Renewal: Formulation of Public Policies with a view to the 2013 Horizon
Introduction
Formulation of public policies relating to urban renewal, taking a relatively long-term horizon of 2013, and with a view to a clear presentation and strategic management of the objectives of Portuguese cities.
Description
Forecast of urban renewal dynamics towards 2013, identifying the many possible areas for intervention, by means of a strategic analysis of opportunities and resources; material and non-material targets; measures required for and suited to achieving those aims; and putting these into quantified and timetabled targets.Identifying critical factors (design for action and management, involvement of actors, participation) which will encourage a public policy of urban renewal.
Background information
The question of Urban Renewal is of key importance for Portugal, for two main reasons. On the one hand, the diagnostic studies carried out so far show how strong is the trend towards continuing  depopulation of the centres of Portuguese towns and cities. On the other hand, research work and thinking on urban topics show the major importance  in European society of cities which are sustained (or self-regenerating) by a sense of vitality and creativity.
Methodology
The research project consists of a literature study and a integration methodologies.
Conclusions
The study seeks to point to the clearest pathways to achieving the urban renewal objectives of Portuguese cities on the road to 2013; and to structure a basic framework, the core support mechanism for monitoring final negotiations for the future Community cohesion strategic framework.Measures to be put forward should seek to be integrated (providing the various elements of the internal structure required to bring about urban renewal) and decentralized (taking into account the various different levels of regional production and the activation of public and private  policies and initiatives, as well as the assumed unequal distribution of Community structural funds across the various regions.
