Two years on: support & capacity for local e-Government
Introduction
This report provides an overview of the local e-Government Support and Capacity Programme and its key components. It describes how the programme's products and support can help councils in the future as they seek to navigate the changing landscape of local government.
Description
The e-Government Support & Capacity Programme was established by the Office of the Deputy Prime Minister (ODPM) in 2003. The programme was designed to help councils to deliver e-government services in line with the national strategy for local e-government. In this report the e-Government Support and Capacity Programme is reviewed. This review booklet explains each programme area, describing the practical actions that have been taken, and the progress and successes that have been achieved, and looks to the future as the formal e-government programme draws to a close.
Background information
The e-Government Strategic Support Unit (SSU) was established as a free advisory and research service on local e-government under the auspices of the Improvement and Development Agency. A key objective was to help local authorities make faster progress with e-government implementation.
Conclusions
Today, in 2005, 388 English local authorities are on course to deliver the national target which encapsulates the mission of e-enabling and changing service to the customer. The e-Government Support and Capacity Programme has addressed key cultural and organisational issues faced by councils seeking to implement the National Strategy for Local e-Government. The programme has comprised:
  • strategic support;
  • implementation support;
  • a toolkit for redesigning processes and measuring performance
    specifications of five key roles;
  • business case guidance programme, project and change management methods and tools.
In making public services more accessible, more convenient, more responsive and more cost effective, the programme has supported, strengthened and assisted councils by:
  • defining clear roles for leading and managing the changes required;
  • identifying the skills and competencies needed;
  • deploying appropriate methods and tools;
  • accessing relevant learning and support networks.
