K'Cidade improves quality of life of vulnerable urban groups in Portugal
Introduction
Large European cities are conditioned by the impact of economic globalisation and increasing migration both from inside and outside the European Union. New forms of poverty are excluding people from a minimal acceptable way of life. The Urban Community Support Programme (CSP) K'Cidade tries to counter this development. The programme aims at improving the quality of life of vulnerable urban groups in Lisbon and Sintra, Portugal. The programme seeks to establish an effective permanent system for communities to plan for and resolve their own needs, with both public and private support. It has received institutional recognition as a result of the mobilisation of a diverse network of partners and aims, to address the challenges facing poor and socially excluded urban communities.
Description
The objective of K'Cidade is to realise new ways of supporting vulnerable urban communities, reinforcing the government's attempts to meet the needs of an increasingly diverse population and at the same time strengthening both the capability and professionalism of local voluntary associations.
In order to do this, the programme intends to promote initiatives and dynamics of local development. It focuses on autonomy, active participation, responsibility and empowerment of people, communities and organisations with a view to ensure sustained ownership of the changing processes in which they are involved. The development of people's skills is particularly important in this respect. 
K’Cidade was designed to take account of social factors (family, education and health), economic factors (jobs, skills and income) and cultural factors (identity, diversity and expression). Its core principles are:
  • A holistic and multi-dimensional approach, enhanced by a strategic network of public and private partnerships including government agencies and church-based organisations
  • A long-term and sustainable commitment to communities and their institutions, inspiring families and communities to achieve their aspirations with dignity and respect.
  • Proximity to the local population – working intimately and closely with full involvement of diverse communities, including attention to disadvantaged immigrant communities from Africa and other ethnic minorities.
  • Advancing human talent by imparting skills, lifelong learning and continuing education, promoting voluntary service and civic responsibility, and ensuring equal opportunities.
  • The formation and support of essential social and community structures in alignment with the government’s physical urban development plans, assisting public services to be more responsive and accountable to the needs of an increasingly diverse population.
  • Awareness of spatial constraints and fragmentation – an urban, inclusive approach avoiding segregation and ‘ghettos’, supporting pluralism and strengthening both internal and external social support networks.
  • Managing the risks associated with being perceived as a service provider, by building strong partnerships, strengthening local groups and placing emphasis on self reliance.
  • A vigorous learning dimension with flexibility for innovation, including evaluation, research, and case studies - focusing on processes, application and replication.
