Introduction
From urban renovation to revitalisation: towards an integrated development for deprived neighbourhoods.
Problem
The urban regeneration of the deprived neighbourhood. These are located in the city centre and at the first level of the outer suburbs.
Description
The neighbourhood contracts are the main urban revitalistation tool set up by the Brussels-Capital Region and implemented in partnership with the local authorities (communes). Their aim is to promote integrated development in the city’s deprived neighbourhood. They tackle housing, public spaces and the socio-economic development of the districts, providing for in-depth involvement of local players and inhabitants throughout the whole programme.
Results
Since 1994, the Brussels Capital Region has launched forty neighbourhood contract programmes in the most deprived neighbourhood of the city. Some 700 housing units have been created, public spaces have been renovated in a noticeable way and a range social and cultural infrastructures have been created. The insistence that local players and inhabitants be involved in the planning and follow-up on the implementation of the programmes has been strengthened over time by the introduction of more stringent regulations.
Beneficiaries
The deprived neighbourhood of the Brussels Capital Regions and hence the people who live or work there or who just generally live in the city.
Resources used
In 2005, the Region contributed a budget of 7.2 million Euros per neighbourhood contract to which a federal budget of 3.125 million Euros was added and a mandatory contribution from the local authorities of at least 10 %. Since 1994, this has meant that €377.438.436 (Regional, local, and federal contribution all together) has been set aside for the programme. We should also point out that some infrastructure operations have also received Objective 2 or URBAN II funding.
