The following aspects of the project are analysed: changes in attainment and progress in project schools; data relating to participation and inclusion of African Caribbean pupils; school leadership, systems and structures; strategies to raise achievement including the targeting of teachers, pupils and parents; and the effectiveness of external support. 

The project was launched in November 2003 by the Department for Education and Skills. Thirty schools were provided with extra resources, including funding of up to 16,000 pounds for leadership, support from a consultant, training support and a further grant of up to 10,000 pounds a year.

The evaluation took place between March 2004 and June 2006. A quantitative study measured changes in attainment, progress and pupil attendance and exclusion. A qualitative study focused on ten schools involved in the project and one comparison school, and used interviews with African Caribbean pupils, teachers, headteachers, lead professionals, parents, governors, LEA (Local Education Authority) consultants and Aiming High project consultants.

Evidence shows that results improved for the African Caribbean pupils in the participating schools, but black Caribbean boys remained the lowest achieving group overall. There was a strong link between good management structures and effective project implementation. Individual pupil mentoring proved to be a very successful technique. Recommendations for good practice are made.
