Spilcentrum Beppino Sarto supports the neighbourhood - Eindhoven, the Netherlands
Introduction
The Spilcentrum (an alternative form of education for children up to the age of 12 that focuses on playing, integration and learning) is an elaborate continuation of the already highly successful Brede Scholen (all-inclusive schools). Such centres comprise primary education programmes, playgroups and childcare facilities. The activities are fleshed out further, depending on user demand.
Description
The aim of the project is to create a multifunctional centre (Spilcentrum) where activities relating to education, upbringing and employment play a central role. The social network in the neighbourhood is strengthened as a result, the self-reliance of local people is promoted and the opportunity for social and economic participation in the community is greater.
Approach
Several multifunctional areas for extracurricular activities are being developed. The Spilcentrum Beppino Sarto devotes a great deal of attention to the provision of care and support for vulnerable groups by offering courses that focus on self-reliance and activation. This support is developed in close cooperation with the educational institute ROC Eindhoven.
Results
The multifunctional centre will help lead vulnerable local people towards a social and economic life. Information meetings and courses geared towards entry into the labour market will be organised for this target group. Social cohesion in the neighbourhood will receive an impulse thanks to the presence of the centre and its accompanying functions.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
