Recommendations for local-authority integration policy
Introduction
In consideration of the formation of the council and the new term of office, FORUM offers local politicians and managers a memo with 35 concrete recommendations for local-authority integration policy. Three policy areas are focused on: employment, education and care policy.
Description
FORUM recommends rearranging the integration debate along a number of, in parts innovative, lines, specifically:
  • Transcending ethnicity: it is important to view integration not only from the 'colour' aspect, but above all taking the 'actual living conditions' as a starting point. 
  • Public familiarity: organise and stimulate local society, particularly from the basic supposition that people prefer to meet each other for reasons other than integration in the narrow sense. 
  • Shared citizenship: citizens wish to, can and may participate in society on the basis of mutuality.
  • Participating management: the local authority play the roles of both unifying leader and involved participant.
Conclusions
FORUM highlights an alarming process of social marginalisation of immigrant citizen groups. FORUM also argues in favour of a local integration policy that offers more perspective and subsequently makes a series of recommendations for practical policy and goes into the areas of education and work. The memo also focuses on care policy and participation. FORUM outlines in what manner the implementation of the Social Support Act can be effectively anticipated.
