Proactive education and training policies on children and young people in deprived urban areas
Introduction
This study is based on the German Program Platform 'Development and opportunities for young people in disadvantaged neighbourhoods' carried out since the year 2000. The observations made in this report concentrate on the 'Berlin-Process - the Social City for children and young people.'   
Description
In order to attain a 'Social City for children and young people' four fields of activity are of particular importance:
  • Transfer of life skills - Education and training in disadvantaged urban areas;
  • Immigration/interculturality - strategic integration management as community;
  • Management strategies and local development concepts in deprived urban areas;
  • Strengthening of the civil society and participation.
The requirements in connection with these fields of activities are outlined in this report and practical examples illustrate the achievements already made in Europe.
Conclusions
The report presents the following conclusions:
  • Education plays an essential role for the organisation of a future oriented sustainable society. Especially in connection with educational offers for children and young people in disadvantaged neighbourhoods, the importance of a comprehensive understanding of education needs to be stressed;
  • The 'Social City for Children and Young People' should be an intercultural co-production;
  • Municipalities play a key role in strategic management and the implementation of local action plans in this field. They rely on the principles of good governance;
  • A 'Social City for Children and Young People' can only be obtained with the appropriate participation of children and young people.
