The communal strategy of the integration and social policy of the city of Cieszyn for the year 2004 - 2013 is a reliable diagnosis of real needs of local society and a long-term plan of activities in the field of social aid. The document consists of three part: quantity analysis of social problems of the commune of Cieszyn, the Programme of Social Activities and the Programme of Cross-border Co-operation in the field of social aid. The first part contains analysis of social problems appearing in the local society in the commune of Cieszyn (quantity approach) and analysis of social, educational and economic base of the commune. The Programme of Social Activities contains description of organization and comprehensive activities for particular groups of inhabitants. At the end, activities undertaken by the Municipal Centre of Social Aid in co-operation with national and foreign partners (from the Cheque Republic) in the framework of a project co-financed with European Union PHARE Fund have been presented.
