Migration Policymaking in Germany: Between National Reluctance and Local Pragmatism?
Introduction
Germany’s long-lasting view of itself as a non-immigration country resulted in the absence of a comprehensive national migration policy up till the new millennium. In reality, throughout its history, Germany has been a typical immigration country. This paper reveals the multitude of policymaking arenas that exist at different levels of society and offers new insight into policymaking and outputs.
Description
This working paper illustrates 50 years of migration towards Germany, focusing particularly on processes of migration policymaking at different institutional levels of governance. The study contributes to the literature by addressing the significant gap between migration policymaking and empirical evidence.
