Environmental services needed to be improved and enhanced. The community must be involved to ensure long term sustainability of the project. Programmes and training for the long term unemployed will be included. Youth, black and minority ethnic groups also need to be in included to ensure sustainability.

One challenge was to enable partners and stakeholders with conflicting interests to work together. Community support and confidence was gained with the help of clear, honest information about how far stakeholders’ and community views could be taken into account.

Liverpool Housing Trust has united a spectrum of partners to employ residents in the physical, social, and economic regeneration of one of Europe’s poorest areas. It aims to assist long-term sustainability through an agreed agenda that enhances and improves environmental services. A training and unemployment programme aimed at the long-term unemployed is included.

A multidisciplinary team of specialist housing, environmental, youth and community, policy and regeneration officers and a dedicated manager, Jigsaw North Liverpool provides jobs in the community through transitional employment training contracts. A partnership with Enterprise Liverpool is improving street cleansing. A neighbourhood management approach will be encouraged.

The Jigsaw Youth Squad encourages involvement in neighbourhood and environmental conservation through an active citizenship and reward programme. The group has 40 members aged between eight and 12, and encourages black and minority ethnic involvement.

Street cleansing has succeeded. Fly-tipping was reduced by trade waste agreements with local companies. Quick wins’ which improved the look of the area illustrated the project’s aims and garnered support.
