"Het Jonge Noorden op Zuid" Project Bureau - Rotterdam, the Netherlands
Introduction
The Objective 2 Feijenoord area is confronted with a number of urban problems relating to the district’s (knowledge) economy, unemployment, safety, integration, and spatial planning. Students from the INHOLLAND College operating from the Het Jonge Noorden op Zuid (Young North on the South Side) Project Bureau will impart an impetus to the economic development of the district.
Description
The Project Bureau’s objective is to develop an appealing shopping centre that will be beneficial to the entire district. Shopkeepers, shoppers and residents will be involved in the district, thereby enhancing the area’s economic and social structure.
Approach
The Het Jonge Noorden op Zuid will act as an intermediary between the city’s organizations and businesses and the INHOLLAND students in bringing a range of expertises together for collaboration in projects which offer an economic and societal added value. This collaboration is based on the conclusion of both internal and external partnerships. Students will, for example, be accommodated in a run-down shopping area. From this location the students will then initiate a number of activities in collaboration with the entrepreneurs, the shopping public, and the residents.
Results
The district’s involvement in its surroundings will be encouraged by the approach in which the district’s problems are addressed by people from the district. Collaborative arrangements and new networks can be initiated to improve the district’s image. In addition, it is expected that the Het Jonge Noorden op Zuid Project Bureau will be able to promote the participation of vulnerable segments of society in the regional economy and society.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
