Strategic Plan of Citizenship and Immigrant Integration
Introduction
The plan regards immigration as a bidirectional proccess of mutual adaptation in which a global perspective should be achieved, including both immigration policies and integration of immigrants. The responsability of the integration and management proccess must be shared by the different administrations, social actors (including immigrant population) and the society as a whole.
Description
The three political principles that guide the Strategic Plan and all actions involved are:
  • The principle of equality and non-discrimination, which involves giving the immigrant population the same rights and obligations as the local population, in the framework of the basic constitutional values.
  • The principle of citizenship, that involves the acknowledge of the full civil, social, economic, cultural and political participation of immigrant citizens.
  • The principle of interculturality, as a mechanism of interaction between people with diverse origins and cultures.
The objectives of the Plan are:
  • Acknowledge full civil, social, economic, cultural and political rights of immigrants.
  • Adecuate public policies to the new needs caused by the presence of immigrants.
  • Guarantee the access of immigrants to public services.
  • Create a system to protect new immigrants and those in a situation of special vulnerability.
  • Promote among the immigrants the knowledge of the common values of the European Union.
