Multiculturality and Integration in Angers, Haarlem and Osnabrück
Introduction
This work is the result of a conference held by the twinned towns of Haarlem, Angers and Osnabrück on the theme of multiculturality and integration in Germany, France and the Netherlands. After the conference it was decided that a report should be written describing the integration policy of the three towns.
Description
The publication opens with a brief history of German and French immigration to Haarlem. This is followed by an article by Professor Rinus Penninx of the University of Amsterdam, director of the Institute for Migration and Ethnic Studies, IMES.
In his article Prof. Penninx briefly discusses the following points:
  • the basic features of integration processes;
  • the logic of integration policy;
  • an overview of the substance of integration policy;
  • a comparison of local integration policy in the three twinned towns of Haarlem, Angers and Osnabrück.
The report also contains three chapters by council portfolio holders, one from each of the three towns, who are involved at the practical level:
  • Hervé Carré of Angers;
  • Reinhard Sliwka of Osnabrück;
  • Ruud Grondel of Haarlem.
Each presents an overview of local integration policy in the past, the current state of affairs and future opportunities and threats. These chapters also contains brief descriptions of policy in practice and an account of how central government policy on minorities and integration affects life at the local level.
