Multi-problem youths in Enschede
Introduction
Very intensive guidance for young people aged 18 to 26 with multiple problems, including debt.
Problem
How can youths with multiple problems be effectively helped?
Description
A social worker specialised in young people works with them on an individual basis and helps them straighten out their financial affairs at home. In addition, the social worker can use existing tools, such as the Meldpunt Huurschulden (Centre for reporting rent arrears), the "youths and debts" counsellor, counselling projects for youths (such as the Coachproject (Coaching Project)) and the T(huislozen) Team Twente (Twente Homeless Team).
Approach
Youths with multiple problems often have financial problems. The combination of problems makes them a (very) difficult target group that needs very intensive counselling. The problems of these young people have not been suitably addressed in the past. In addition, it often concerns youths with insufficient learning capacity and insufficient ability to take care of themselves.
The young people are seen individually by a social worker who works with them to look for and find solutions to the various problems, e.g. financial problems, that they face. The social worker is supported by a network of agencies and institutions and has existing tools to his/her disposal.
Results
A maximum of 50 youths were admitted to an intensive counselling project and positive results were achieved for 30 youths in the following respects:
  • The youths now have suitable accommodation and no rent arrears.
  • The youths now have suitable work or follow full-time education.
  • The youths using health care/mental health care were counselled where necessary, and this is going well.
  • A debt repayment arrangement was organised and no new debts have been incurred in the last six months.
  • The youths’ private networks were strengthened, so they could rely on them later if necessary.
  • All the youths in this intensive project know of facilities and organisations that implement this project.
