Digital Communities initiative
Introduction
This initiative sought to create pilot digital communities and thereby tackle digital exclusion in two disadvantaged areas in Scotland.
Problem
The initiative aimed to address the issue of digital exclusion in Scotland, following on from the Scottish Executive’s 2001 digital exclusion strategy.
Description
Evaluates the Digital Communities initiative. Defines the objectives of the initiative. Considers the impact of the project on access to services and education and includes an overall assessment by participants. Identifies lessons for future policy.
Approach
Within the pilot areas about 3,500 homes received free personal computers with free internet access for one year. In addition, a community-based web portal with locally developed content was established and an awareness campaign was started to make people aware of the benefits of getting online.
Results
The initiative increased use of the internet and email in the participating communities and most participants perceived clear benefits from taking part.
Beneficiaries
Those living in the pilot areas that did not previously have access to information and communications technology have benefited from the initiative.
Resources used
The ability to provide computer hardware to a large number of people who do not already have access to information and communications technology is an essential component of this initiative. Ongoing training and support are also crucial to ensure that these types of projects are successful.
Financing
The total cost of the initiative was approximately £4.3m, translating into an average expenditure of over £1,200 per household.
