eCitizenship for All – European Benchmark Report 2005
Introduction
European cities contribute to delivering the Lisbon Strategy.
Description
The 2005 eCitizenship for All survey focuses on the contribution of European cities to the development of the Knowledge Society within the Lisbon Strategy. The online survey was conducted between June and September 2005 and covered three fields of action:
  • e-Europe;
  • Employment;
  • and Education.
In addition, the survey also included questions relating to "good governance ", which is important for ensuring the effective and efficient implementation of necessary measures at all levels.
The survey has been conducted in 48 cities from 18 European countries.
Background information
For the last two years EUROCITIES Knowledge Society Forum – TeleCities and Deloitte, one of the world’s leading and largest professional services organisations, have successfully undertaken a pan-European research assignment: The eCitizenship for All annual benchmark survey.
These surveys focused on the state-of-the-art of eGovernment at local authority level. The survey allowed participants to learn from other cities’ success stories and gave an overview of the unprecedented efforts of European cities in achieving good governance within the context of public sector modernisation.
Conclusions
Among the main findings of the report are that Europe's cities are implementing action to support the creation of new jobs, for example by attracting and encouraging new businesses and research institutes. Cities are also working with schools, colleges and universities to provide education for all age groups, and training opportunities, in order to equip people with the skills they need to succeed in today's rapidly changing knowledge-based economy.
