Nehom- Neighbourhood housing models- The Hungarian national report
Introduction
This report examines four innovative neighbourhood regeneration projects that have been carried out in four different districts of the Hungarian capital Budapest. The main aim of these initiatives was to improve the quality of life and combat social exclusion.
Description
The report introduces the national context for the Budapest case studies. First the general structure and organisation of housing policy in Hungary is discussed, then a short history of the housing policy and the development of different tenure forms is included. In thesecond part of the report the history and present status of social housing policy is described, and finally the present status of local urban initiatives is highlighted.
The research covered four districts of Budapest, Hungary: Middle-Józsefváros- Middle-Ferencváros Újpest-Centre and Kõbánya-Éles sarok.
Background information
The case study areas were selected because all four projects offer different examples for successful local government initiatives, namely how an equilibrium can be achieved between active property management, local housing policy and neighbourhood regeneration at the same time.
EU involvement
Fifth Framework Programme 1998-2002. Co-financed by the European Union. The project is part of Key Action 4 "City of Tomorrow and Cultural Heritage" from the programme "Energy, Environment and Sustainable Development".
Conclusions
The Budapest cases addressed the problems related to urban decay. Each of them focused on the regeneration of run down urban neighbourhoods and the diversification of local housing stock in one way or another though they applied different strategies and practices. In general this research report concludes that the Budapest initiatives are small scale, area based interventions, designed specifically for neighbourhood regeneration.
