The evaluation was carried out over a period of 6 months - from September 2003 to February 2004. The primary purpose of the evaluation was to provide a robust evidence base to assess the effectiveness of the SRB4 scheme. This report therefore provides a detailed understanding of what worked well, what did not, and most importantly, why?

The research was undertaken to assess the effectiveness of the programme itself but to also help the partnership to share good practice and identify ‘lessons learnt’ that can be built on in the future.

The methodology undertaken in two parts: The first part consisted of a robust analysis of the performance of the programme, measured against traditional quantitative indicators such as the baseline measures and the output targets. The second part of the analysis explored a number of key issues in more depth, namely:

In summary the baseline assessment and outputs analysis indicates that the SRB4 programme has been a success.

However, the value of the thematic nature of the programme and the extent to which this has been leveraged to add value throughout the programme’s duration is much less clear.

Whilst the thematic basis of the programme was considered to give coherence to its early development, projects have felt little value added in the more mature stages of the project.
