Guidelines of Effective Community Involvement and Consultation
Introduction
In the case of planners, recent legislation adds new obligations to existing, commitments to public participation. The 22 guidelines in the paper contain advice under three generic headings – Public Involvement Issues, Enablers and Consultation Standards.
Problem
Some concepts around community involvement have been mis-understood by both professional and lay people. The guidelines intend to equip people with best practice guidance on key aspects of community involvement.
Description
These 22 guidelines are have been developed to provide RTPI members with an understanding of best practice guidance on key aspects of community involvement, in an easy to absorb format and capable of being amended and updated in the light of experience.
Approach
The 22 guidelines have been arranged into 3 categories: public involvement issues, enablers and standards.
The guidelines include:
  • using terminology with precision, 
  • consultation with hard to reach groups,
  • new technology and e-consultation and confidentiality.

Results
22 guidelines ensuring effective consultation with stakeholders and members of the public.
