UNCCAS Guide: Europe's role in developing local social action
Introduction
Social policy is an important subject on the agenda of many local governments in Europe. The European Union also plays a crucial role in the social area. This guide, published by the National Union of social and welfare centres in France (UNCCAS) sheds light on the tools and prospects for the development of social action in Europe from 2007-2013. It is designed for all those involved in local neighbourhood affairs who want to gain a better understanding of the European dimension in the social area. By releasing this guide, UNCCAS also hopes to make the voice of local communities better heard in the implementation of an effective and consistent European social policy.
Description
The guide consists of six chapter which address the following issues:
Chapter 1 - Social and employment, its place within the European Union.
Focuses on the instruments of social policy and the social inclusion and protection process;
Chapter 2: European structural funds: significant financial means for social and territorial cohesion.
Looks at the European Union's Cohesion Policy 2007-2013.
Chapter 3: European Programmes for local social action
Explores the options of EU programmes such as PROGRESS 2007-2013, GRUNDTVIG, LEONARDO and DAPHNE III.
Chapter 4: Understanding the institutions and the decision-making process.
Looks at the institutions and other bodies of the European Union and explores their role in the field of local social action.
Chapter 5: Local Governments & Europe
Gives an overview of European projects that support local social action initiatives. This chapter also gives advice on how to set up a local project.
Chapter 6: ELISAN: a European Network for local elected represenations of social action.
Introduces the newly released ELISAN network and gives an overview of its activities.
