How to create public value in cultural services?
Introduction
Cultural services provide important functions for the public, but these are often difficult to measure. That is why it is generally very hard to prove the positive effects of sports, culture and leisure. The Northwest Culture Observatory published a 'guide to creating public value' which attempts to provide a framework for the creation of an evidence base for cultural services. After all, once their value is defined, it is easier to strengthen the case of cultural services in the determination of local priorities. The guide presents a six-step-approach to creating public value in cultural services, which assists leaders in such services to create and demonstrate public value.
Description
'Balancing the scorecard: a guide to creating ‘Public Value’ in cultural services' is the outcome of an English project on public value managed by the Northwest Culture Observatory on behalf of Sport England. The project was jointly funded by Sport England and Communities & Local Government and was undertaken by the Manchester Business School in the North West Region in 2007.
The publication includes an academic paper by S. Brookes and J. Wiggan, on the meaning of ‘public value’. The paper highlights the challenges of measuring the qualitative nature of public value and suggests a ‘Six-Step’ guide which can be used in demonstrating public value:
  • Step 1: Engage with citizens and stakeholders
  • Step 2: Develop a framework for the current position of the service in relation to public value
  • Step 3: Prepare a ‘public value’ Vision Statement
  • Step 4: Create ‘public value’ measures which reflect this vision through a ‘balanced scorecard’
  • Step 5: Test whether the measures are being met
  • Step 6: Review the measures and their impact on a regular basis
The guide is designed to be used by culture and leisure professionals for qualitative analysis of service delivery.
