Social future vision - Amsterdam, the Netherlands
Introduction
The Municipality of Amsterdam has given shape to the social vision of the future in the Social Structure Plan 'Wat Amsterdam beweegt 2004-2015' (What moves Amsterdam 2004-2015). This Social Structure Plan will, together with the Spatial Structure Plan for the spatial planning sector, meet the need for an integrated image.
Problem
How do you reflect the social vision for the future in an integral plan?
Description
To keep Amsterdam dynamic, three main objectives were formulated in the Social Structure Plan 2004-2015: 
  • invest in metropolitan dynamics, so that Amsterdam becomes a creative knowledge and service-orientated city, which can compete in the fight between (inter)national location environments; 
  • invest in human capital, so that Amsterdamers can personally develop and participate in society via work and education, via sport and movement, leisure activities and culture, and via health, welfare and services; 
  • invest in a livable environment, so that society’s general norms and values are shared, maintained and, if necessary, protected in a modern and multicultural environment, such as Amsterdam’s.
Approach
The three main objectives are drawn up in a programmatic way in seven theme sections: 
  1. Wat Amsterdam beweegt (What moves Amsterdam);
  2. Amsterdam Kennisstad (Amsterdam Knowledge City);
  3. Amsterdam Werkende Stad (Amsterdam Working City);
  4. Amsterdam Culturele Stad (Amsterdam Cultural City);
  5. Amsterdam Sportieve Stad (Amsterdam Sports City);
  6. Amsterdam Zorgende Stad (Amsterdam Caring City);
  7. Amsterdam Veilige Stad (Amsterdam Safe City).
What moves Amsterdam comprises a number of necessary changes in the field of social policy. It is important that the policy is realised in an integrated manner and that it makes connections and links between various components. Two other necessary characteristics are that the policy must be development-orientated and aimed at social results and that demand must be controlled. This will demand a different way of working from the social sector.
For as far as the operationalisation of the plan is concerned, a Social Investment Programme has been developed. With this, a financial overview can be offered for a number of years where it concerns the realisation of social facilities. Another possibility is that the investments are worked out per area. In order to drum up sufficient support, extensive consultations will be held with the districts, the municipal services and community organisations.
