The integrated Programme of Public Transport Development includes the general characteristic of the social and economic situation of the city of Elblag in the year 2003, presents determinants of the public transport development in the city resulting from different programmes and policies. In the elaboration information about the investment programme implemented in the years 2004 – 2006 and planned for the implementation in the years 2007 – 2013. In the document relations of projects with the goals included in strategic documents concerning the spatial and economic development of the city as well as with suggestions included in documents indicating the public transport development directions. Expected indexes of programme achievements and sources of public transport development financing have been presented. At the end of the elaboration the system of programme implementation and monitoring has been described.
