The anonymity of the environment, the level of living in the panel estate housing, the organization of traffic, the equipment of the neighbourhood, architectonic and aesthetic level of the environment, the non-existence and devastation of playgrounds, the lack of out planting of vegetation, the non-existence of arrangements of pavements and paving without barriers and their bad status, the lack of number and placement of trashcans and containers for sorted waste, unsatisfactory status of street lightning. 

Within the frame of the project was evaluated the status of the panel estate housing in constructively technical, functionally physical, and operational terms. Propositional analysis of the covered area was carried out, on which basis the project was able to define the problematic areas, and also define specific suggestion for solution that lead to elimination, modulation, or improvement of the lack and deformation in the panel estate housing. In this period of time were the individual actions split into phases, the proposal of the phases was carried out with regard to the physical continuation and complex solution of the particular areas in individual phases.

Covered area:

The panel estate housing built in recent years showed absences and arrears of the complex housing construction carried out according to the appropriate norms of the past political regime and it was best prepared within the frames of town to implement the aims for its completion and improvement of the living standards in the deprived area.

The project was exclusively financed by the means of the city budget with the grants and participation of the Ministry for local development from the program of Regeneration of panel estate housing.

In the covered area are not located any private sectors, all building estates are in the ownership of the town, only a few flats are in the ownership of inhabitants.

The project in the phase of a concept was publicly discussed with residents and their remarks were included in the proposal of the project and hereby implemented to resolve the parking part in the covered area.

The improvement of the complete living standards in the deprived area.

Resolved parking, better capacity of the neighbourhood for the integrated wagons of emergency system, creation of an environment for children and teenagers’ free time activities and a possibility for spending free time in the neighbourhood, the creation of an aesthetic environment
The support and willingness of the town representatives to carry out these adjustments of the panel housing estate, and the cooperation and interest of the inhabitants in these changes and arrangements leading to the improvement of living standards in the neighbourhood.

Geomorphologic conditions given area, which enabled adjustments in needed extent.

The residents of the panel estate housing, followed also by Technical services of the town, which have easier maintenance of communications, pavements, recycling of waste and maintenance of vegetation.

Hydro geological surveys, demographical and statistical data, own surveys of processor of the project in the given area and elaboration of a problematic analysis.

In this project participated also the town Vsetin and the Ministry for local development.
